“Bloemfontein” translates to “fountain of flowers”, so obviously Mopey would hate the name, and by extension the city. The name conjures up happy and cheerful mental images (unless your experiences with the place are overriding that), and Mopey hates those. She’d have much preferred for Dr. Fu to go to Tweebuffelsmeteenskootmorsdoodgeskietfontein, instead. That South African place name translates to “Two buffaloes shot dead cleanly with a single shot”, so the mental images it conjures have a sufficient amount of death and misery to appeal to Mopey. Bovenendvankeelafsnysleegte is another South African place name that she’d like – “upper end of throat-cut valley”. But no, Dr. Fu has to head for the flower fountain, instead. >_>

Fortunately, Mopey got the chance to immediately act out her anger by sending Biff on a pointless trip on a squeaky handcar. Outwardly she might only be smiling, but inwardly she’s laughing. Evil-like laughter. And for once, thinking back to her days as a happy, carefree child watching Saturday-morning cartoos didn’t fill her with strong feelings of regret and shame – for it helped her a lot understanding how Biff thinks. Or, “thinks”.

Adapting an armoured car to rail operations, while possible, probably isn’t that trivial – but the Professor likely just knows that it’s the kind of thing a B-movie wouldn’t waste a scene on, so he’d easily get away with it. Good thing he isn’t on “A-team”.
