Meanwhile, back in Tokyo, Biff is busy making good on his promises of decisive military support to the, currently slightly overtaxed, Japanese Self-Defence Forces.
His preferences in military tactics are pretty much what you’d expect them to be, and center around two simple principles:
1. Get up close and personal!
2. More explosives!
The style does suit his personality pretty well, admittedly, but there’s one slight issue with it. Principle 1 tends to reduce the range at which he attacks, while principle 2 increases the blast radius of his attacks. When blast radius > range, bad things happen. Mostly* to Biff.
It’s not like he hasn’t experienced the effect before, but he hasn’t learned yet. I think the problem is that it hasn’t killed him yet. If it had killed him, he’d probably never done it again. But let’s wait and see, this time might it might be different – either on the “learning a lesson”, or on the “getting killed” side of things. ._.

* Well, there have been some cases where his targe took as much or even more damage than Biff himself, but that’s still not entirely satisfactory.
