Yeah, the point in time and space where this takes place is a bit vague, due to the unpredictable nature of chaos. But assuming an at least partially linear nature of time, it must take place after whatever it was that happened to Latho, since that gets mentioned. Disregarding, for the moment and without any justification, the possibility that Azatoth can see the future. Anyway, whenever and wherever this is, it’s part of the continuing and widening fallout (in some sense, not necessarily referring to only caramel splatter) from the Lathosplosion.
And, yeah – for a being that is blind and lives in a building that has no consistent or coherent geometry, Azatoth falls on his face relatively rarely, normally. Probably just another one of those convenient implausibilities that keep this sort of being working within the confines of a plot that is supposed to make some sort of sense.
Contrary to what one might hope for, chaos doing badly doesn’t actually equate to order doing great. In most instances, when even chaos suffers, order is in even worse shape. Preservation of entropy, and all that sort of stuff, I guess. >_>
