Come on, Mopey, where are your manners? You should know that some villains value their privacy, at least as far as their appearance is concerned. General Watanabe will reveal himself when he’s good and ready. He’s probably just a bit shy. Or horribly disfigured. Or an ancient astronaut. You’ll learn in due time, if likely at an inopportune moment.
And if he prefers to be revealed, instead of revealing himself, he’ll let you know in advance by giving the appropriate hints and signals. For example, turning his back to you while playing “Don Juan Triumphant” on his pipe organ.
Plus, there’s always that picture to go by, if you’re really that keen to know what he looks like. The picture is obviously very old, which means it has great authority, since it has known him for a long time.
By the way, concerning Mr. Watanabe’s little speech, essentially it comes down to him having declared himself Supreme Commander of the Imperial Japanese Navy. Which might not be entirely unjustified, of course, since there are likely few others laying claim to the job right at the moment.
